Can a LA Metro bus driver give a ticket?

I changed lanes in front of a bus (not unsafely) and she pulled into the next lane, stopped right beside me, glared at me and wrote my license plate number and then got on a phone. I made sure I could see across the bus before I changed lanes in front of her but don't remember if i used my turn signal. Can she cite me?

1. No she has no authority to write a ticket. She can contact the police and have them write a ticket. If that were the case then she would have to show up in court and justify to the judge what happened. She would have to prove that you did something illegal. She accomplished what she wanted: TOSCARE YOU!!!
