Is it true that SimCity Societies will only have roads and bus stops?

...and no highways and things that make cities CITIES??? If so, I just may hang on to my SimCity 4. Fans, please let me know what you think.

1. pretty much thats the deal from what ive seen. this game is produced by tilted mill, the same people who produced the most recent caesar iv game and the game looks a lot like that.
