why dont charter buses have seat belts?

13 ppl were killed in an accident on the 95 near the bronx, NY today:[

1. That is approximately 30 less than would have died if they one busload of passengers had all gone in cars and been in accidents of comparable severity. A bus is the safest place to be in an accident. It is much safer to be on a bus without seat belts than to be in a car with seat belts. If required seat belts on buses made it more expensive to go by bus, and that resulted in passengers going by car instead of bus, then more of them would die.
