Pace and Cta Bus Schedules...?

This may be a silly question. I attached a pace bus schedule below. For example: Westbound during the weekday. Leaves Forest Park at 9:19 p.m. The next time is 9:59 p.m. What are the blank spaces for? Its at Harlem and South Blvd at 9:45p.m. I just want to know what these empty spaces mean. The blank spaces, or more specific a single dashed line, indicates that while no bus leaves from that stop, a bus does leave starting at the next timepoint - Harlem & South Blvd. This means that Harlem & South is the first stop. Another example: in the Eastbound section, the 7:52 bus leaves North/Wolf and arrives at Harlem North at 8:10. There are dashes in the next two columns. This means that for the 7:52 bus Harlem North is the last stop. Bus operators do this (even in NYC where I am) as they feel it will better space out the buses and better serve their riders.
