if there is a school bus stopped in the traffic circle can you still drive through? or do you have to yield?

typically there are 3 or 4 ways to go in a traffic circle. can i just drive from entrance one to entrance two even though there's a school bus stopped within the circle? it's a gray area that no one can seem to answer. thanks!

1. If the school bus has its stop arm out you can not go past it if you can get out the circle without passing the stop arm you can go. If the school bus does not have its stop arm out you can go past it.
