What are those star-like thingies on top of most bus stops in london?

What are those star-like thingies on top of most bus stops in london? dunno i always see them.. its like a metal sphere with a bunch of nails sticking out :S

1. Some sort of transmitter/receiver thing for the information displays inside the bus shelter?
2. There spear pigeons which will crap on the bus stop
