Shoud Double-Parking on Bus Routes should be banned in NYC?

In New York City, should double-parking on bus routes should be banned in NYC during busy hours? Also, should NYCDOT should change hours of all Bus Lanes to begin from AM Rush Hour to late evening when traffic gets smooth? Yes. Only emergency vehicles and buses should be allowed. Also, should Isham Street bet. Broadway & Sherman Av should be Bus Transitways only?

1. Banned to everyone or everyone except commercial vehicles? It does make getting around harder when it is done especially for fire trucks and ambulances but benefits delivery trucks like FedEx, UPS, etc. so commercial vehicle should be exempt.
