What is the cheapest way to tour northeastern US and Canada for small not-for-profit groups?

I am the President of a fan club. I would like to put together an "affordable" tour for this band's next tour of NORTHEASTERN North America, which includes US and Canadian stops. Is there a rail fare for purchase in the US that would extend to Canada? Is there a way to get US and Canadian rail at a discount to cross over? Are passports required for travel to Toronto, Quebec and Ontario regions? Is there a way to get any group travel discounts for a pre-planned tour of these regions? Is there a way to charter a bus; would this be more, or less, affordable than rail? What is the MOST economical way to make this trip affordable for all? Orgination may come from all over the US but we could start the tour at the first 'band stop' to make it easier to get an all inclusive DISCOUNTED fee.
